Matthew Nwogu: A Scorecard of Legislative Performance and Constituency Development
....Lawmaker’s interventions span legislation, infrastructure, education, electricity, employment, healthcare, security and empowerment

Hon. Attorney Dr. Matthew Nwogu, Member of the House of Representatives representing the Aboh Mbaise/Ngor Okpala Federal Constituency of Imo State, has recorded a wide range of legislative and constituency interventions since assuming office, with emphasis on lawmaking, infrastructure development, human capital development and advocacy on issues affecting his constituents.
A review of his legislative scorecard, as presented by his Senior Legislative Aide, Emeka K. Okam Anyanwu, shows that Nwogu’s activities have covered bills and motions, constituency projects, electricity advocacy, education, employment, healthcare, agriculture, youth and women empowerment, security and skills acquisition.
Legislative Interventions:
On the legislative front, Nwogu has sponsored or supported bills dealing with regional development, education, justice administration, immigration, constitutional reform, electoral reform, agriculture and entrepreneurship.
Among the legislative initiatives attributed to him are the South East Development Commission Establishment Act, 2023; amendments to the Chartered Institute of Peace Practitioners’ Establishment Act; amendments to the Criminal Justice Act; amendments to the Joint Admissions and Matriculation Board Act; and amendments to the National Mathematical Centre Act.
Others include the proposed Federal College of Entrepreneurship and Skills Acquisition Centre in Ngor Okpala, amendments to the Immigration Act, and proposals on constitutional and electoral reforms.
The scorecard also lists proposals for a six-year single-term arrangement and rotational presidency and governorship, conduct of all elections on one day, conclusion of pre-election cases before swearing-in, and a seven-year prison term for false declaration of election results.
Nwogu is also credited with supporting proposals for an additional state in the South East, amendments to the Sheriffs and Civil Process Act, identified as HB.1895, and amendments relating to the establishment of a Federal University of Agriculture in Ngor Okpala, identified as HB.3006.
The initiatives reflect a legislative agenda that cuts across institutional reform, education, regional development, justice, electoral administration, entrepreneurship and agricultural development.
Motions and Policy Advocacy:
Beyond bills, the lawmaker has also used motions and legislative advocacy to draw attention to issues affecting his constituency and the wider society.
His motions have addressed alleged harassment and dehumanisation of road users by security personnel in the South East, the poor state of Sam Mbakwe International Airport, crude oil production measurement, reconstruction of collapsed bridges in Umuekwune, Ngor Okpala, and the condition of roads linking communities in Imo and Rivers States.
Other issues raised include the migration of university lecturers and other professionals, the condition of Nigeria’s refineries and turnaround maintenance expenditure, proliferation of fake number plates, insecurity, killings, kidnapping and banditry in Aboh Mbaise/Ngor Okpala Federal Constituency.
He has also raised concerns over a reported diphtheria outbreak in Mbutu Community, identity management and visa compliance, implementation of the Federal Government’s curriculum in schools, strengthening of tertiary institutions and the development of internal revenue sources.
Education and Constituency Infrastructure:
One of the major areas highlighted in the scorecard is education infrastructure.
The lawmaker is credited with the construction of a six-classroom block at Umuohiagu Primary School, Ngor Okpala, as well as three-classroom blocks at Umuhu, Aboh Mbaise, and Amala, Ngor Okpala.
Renovation work at Logara High School, Ngor Okpala, is reportedly about 70 per cent completed.
The scorecard also lists the ongoing construction of an ultra-modern mini stadium at Ngor Okpala High School, Umuneke; a six-classroom block at Ezimma, Ngor Okpala; and another six-classroom block at Enyiogugu, Aboh Mbaise.
Nwogu is further credited with facilitating the proposed Federal College of Entrepreneurship and Skills Acquisition Centre in Ngor Okpala.
Electricity and Street Lighting
Another notable area of intervention is electricity and public lighting.
According to the scorecard, solar-powered or conventional streetlights have been provided or installed in several communities, including Umuohiagu, Eziala, Mbutu, Uvuru, Umuota Umuhu, Ohekelem, Ngurunwekwo, Ntu, Logara, Umuekwune, Ndigbo Uvuru, Umuene Obiangwu, Ibeku, Umukoro, Upe, Umueze Enyiogugu, Umuhu, Awaka Mbutu and Obike.
The interventions are intended to improve night-time visibility, facilitate movement, support local economic activities and contribute to community security.
Electricity Billing: N130m Reduction
Perhaps one of the most measurable interventions highlighted in the scorecard is Nwogu’s involvement in the electricity billing dispute affecting communities within the constituency.
Following a petition against the Enugu Electricity Distribution Company, Nwogu reportedly made a presentation before the House of Representatives Public Petitions Committee.
This resulted in a two-day field assessment involving the committee, the Transmission Company of Nigeria and the Nigerian Electricity Regulatory Commission.
The assessment examined issues including alleged excessive estimated billing, electricity infrastructure, abandoned facilities, vandalised installations and the treatment of electricity consumers.
According to the scorecard, the intervention resulted in a reduction of estimated electricity bills amounting to N130,366,050 for communities in the constituency.
The development is presented as an example of constituency representation through petitions, legislative oversight and engagement with relevant regulatory agencies.
Roads, Bridges, Erosion and Water Projects:
Nwogu’s constituency interventions also include road grading and other infrastructure-related activities.
Among the roads listed are Amauga Village Road in Umuohiagu; Nkwogwu–Umulolo/Umuokoroka–Amuzi Road in Aboh Mbaise; Ofor Oboama through Umudiala na Okorie to Ama Well Road; Upe–Umunam Road; Umudagu–Elelem Road; Mbutu Okohia–Uvuru–Umuocham Ntu Road; Amuga–Ihitte Road; Eziala Umuohiagu–Umueze Mbutu Road; and Okpulor Road by Umuawuka Umuowa.
The scorecard further cites facilitation of construction work at the Umuneke–Obike erosion site and link road, completion of Amaibo Nguru Civic Hall, and a water borehole project at Eziala Nko.
It also states that Nwogu engaged the Ministry of Environment and the Ecological Fund over erosion and environmental challenges affecting areas around Afor Enyiogugu Market, Umuoye Road, Umuhu Umuota Road and Ekeisu Road.
Sam Mbakwe International Airport
The lawmaker has also extended his advocacy beyond the immediate constituency.
He is credited with facilitating renovation and improvement efforts at the Sam Mbakwe International Airport through correspondence and engagements with the Minister and Permanent Secretary of Aviation.
The airport, being a major gateway to Imo State and the wider South East, serves communities far beyond Aboh Mbaise and Ngor Okpala.
Employment and Human Capital Development:
Employment facilitation is another component of the scorecard.
Among those listed as beneficiaries of employment or placement opportunities are Dr. Kelechi Nkwocha, who was facilitated for a lecturing position at the Islamic University of Uganda; Eke Joshua Chibuzor, recruited into the Nigeria Police Force; Chimaobi Samuel Davis, enlisted into the Nigerian Army; and Opara Ugochukwu, placed at the Federal Airports Authority of Nigeria.
Others include Anyanwu Michael Nwalozie and Njoku Stella Uzoamaka at the National Identity Management Commission; Nnadozie Lawson Chiagozie at the Ministry of Tourism; Chinahuzu Evans Eke and Obijuru Nnamdi Thaddeus as lecturers at the Federal Polytechnic, Nekede; and Viola Chiamaka Amadi, who secured a nursing job at the Federal Medical Centre, Owerri.
The interventions, according to the scorecard, are aimed at expanding employment opportunities and increasing the representation of constituents in public institutions.
Scholarships and Educational Support:
Nwogu is also credited with facilitating an NDDC foreign postgraduate scholarship at the University of East Anglia, United Kingdom, for Ohakanwa Jude Udochukwu of Ibeku, Aboh Mbaise.
Other educational interventions reportedly include tertiary institution scholarships, special grants and financial assistance, payment of WAEC and JAMB fees, and orientation programmes aimed at promoting good conduct among students.
The initiatives also include advocacy against cultism, drug abuse and other social vices.
Youth and Women Empowerment:
The scorecard identifies youth and women empowerment as another area of intervention.
Programs listed include cash empowerment for women and youths, training in integrated fish-pond technology, domestic farming, agricultural capacity building and skills acquisition.
The approach seeks to combine financial support with practical skills capable of helping beneficiaries establish sustainable sources of income.
Healthcare Intervention:
In the health sector, Nwogu is credited with the renovation of the Umuohiagu Health Centre and support for free medical outreach programmes and primary healthcare infrastructure.
Such interventions are particularly important for rural communities where residents may face challenges accessing affordable healthcare services.
Agriculture and Economic Development
Agriculture, which remains a major source of livelihood for many residents of the constituency, also features in the lawmaker’s intervention programmes.
According to the scorecard, Nwogu has facilitated access to fertilisers, mobilised support for farmers through loans, promoted modern farming techniques and supported fish-pond technology and domestic farming.
The initiatives are designed to strengthen agricultural productivity while providing opportunities for rural residents to improve their livelihoods.
Security and Peacebuilding
Security has also remained part of Nwogu’s legislative advocacy.
The scorecard states that he has maintained engagements with the Nigeria Police Force, Department of State Services and other security agencies, while sharing security information with relevant authorities.
He also moved a motion calling for increased security presence in Aboh Mbaise/Ngor Okpala Federal Constituency and supported stronger local security networks.
The lawmaker is also listed among federal lawmakers who wrote to President Bola Ahmed Tinubu concerning the release of Nnamdi Kanu.
Skills Acquisition and Entrepreneurship
One of the long-term initiatives associated with Nwogu is the proposed Federal College of Entrepreneurship and Skills Acquisition Centre in Ngor Okpala.
The proposed institution is expected to provide vocational and apprenticeship training, entrepreneurship education, technical skills and employment-oriented training.
If eventually established and adequately funded, the centre could provide a structured platform for skills development and workforce preparation among young people in the area.
However, the scorecard acknowledges that the realisation of the project will require further legislative and administrative steps, including passage where applicable, presidential assent, budgetary provision, site development, staffing, accreditation and commencement of academic activities.
Citizen Participation and Constituency Engagement:
Nwogu’s constituency engagement is also said to involve petitions, town hall meetings, community consultations and interaction with traditional and local community structures.
Residents have reportedly presented complaints relating to electricity, roads, security, healthcare and other community needs, with some of the issues subsequently taken up through legislative and administrative channels.
Such engagement enables lawmakers to identify problems directly from constituents and translate them into motions, petitions, projects and policy interventions.
Overall Assessment:
The scorecard presented by Nwogu’s office portrays a legislator whose activities combine legislative work with constituency development.
His reported interventions cover a broad spectrum — from bills and motions to education, electricity, roads, erosion control, healthcare, employment, scholarships, agriculture, empowerment and security.
Among the projects and interventions highlighted are completed classroom blocks, street-lighting projects, health-centre renovation, ongoing construction projects, employment facilitation, scholarship support and the reported reduction of electricity bills by more than N130 million.
The record also places emphasis on longer-term human capital development through entrepreneurship, vocational training and agricultural initiatives.
While the full impact and sustainability of any legislative scorecard ultimately depend on the completion, verification and continued maintenance of projects, the range of interventions presented indicates an approach to representation that combines lawmaking with direct constituency advocacy and development.
For Aboh Mbaise/Ngor Okpala Federal Constituency, the central test going forward will be how these initiatives are completed, sustained and expanded to reach more communities and constituents.
