 Ebonyi Approves ₦421m Water Expansion, Moves to Recover NLNG Dividends

The Ebonyi State Executive Council (EXCO) has approved over ₦421.7 million for the extension of potable water supply across Abakaliki metropolis, including the Ochudo Centenary City, Ebonyi State House of Assembly Complex, Odunukwe Street, Aguogboriga Layout, and Mile 50-Ugwuachara Layouts.


The approval was among key decisions taken at the 9th EXCO meeting held on Tuesday, September 2, 2025, presided over by Governor Francis Ogbonna Nwifuru. Commissioner for Information and State Orientation, Barr. Chief Ikeuwa Omebeh, disclosed this while briefing journalists on Wednesday in Abakaliki.


Recovery of Oil and Gas Dividends

Omebeh revealed that the state has commenced moves to review, reconcile, and recover dividends from the Nigeria Liquefied Natural Gas (NLNG) and other unremitted oil revenues due to Ebonyi since January 1999.


He explained that TIARAS White Consult Limited has been engaged to handle the process with an agreed 15% commission on recovered sums, an upward review from the earlier 10%, due to the technical nature of the oil and gas sector.


Healthcare Investments

The council approved ₦3.51 billion for the construction of an ultra-modern clinic within the Government House. The facility, designed as a model medical center, will serve emergency needs and promote modern healthcare standards in the state.


EXCO also approved the acquisition of the Pentecost Foundation Hospital, Ezzamgbo, at ₦250 million, with all its equipment and staff to be inherited by the state government.


Culture and Tourism

To reinvigorate the State Council for Arts and Culture, EXCO approved the employment of 35 new artistes including dancers, dramatists, choral singers, and instrumentalists. The initiative aims to fill the gap created by retiring members and sustain Ebonyi’s cultural heritage.


Sports and Youth Development

The council deliberated on a proposal for the development of a pool service building and swimming pool at the Ebonyi State Olympic Sports Centre. It directed further review of the project by the Ministry of Sports before a final decision is taken.


Capital City Development and Works

In its drive to modernize Abakaliki, EXCO approved the engagement of an indigenous consultant to produce a comprehensive Capital City Structure Master Plan.


It also approved over ₦1.38 billion for the rehabilitation of internal and peripheral roads at the EBSU PRESCO Campus, and ₦600 million for the construction of Hatchery Layout Road. The report on property compensation for the Vanco Junction flyover was also received with appreciation.


Trade and Investment

EXCO granted temporary allocation of part of the Ezzamgbo Veterinary School to a Chinese company, Allallinfo Group AD, which seeks to invest in cotton production and agro-industrial ventures in the state.


Education and Fiscal Responsibility

The council terminated contracts for non-performing Model Secondary School projects as recommended by its monitoring committee.


It also adopted recommendations of the Fiscal Responsibility Commission commending the Ministries of Agriculture and Human Capital Development for transparency, while approving further stakeholder training on compliance with tax laws.
